About the R3 Auction

The Sultanate of Oman has launched its third green hydrogen auction round, marking a new chapter in its strategy to become a leading global hub for green hydrogen production and export. Designed and orchestrated by Hydrom, the third auction offers innovative and flexible opportunities for qualified developers to invest in Oman’s fast-growing hydrogen ecosystem and participate in building a competitive and scalable global green hydrogen economy.

Building on the success of previous auction rounds, Round 3 incorporates lessons learned to optimize bidder participation and enhance competitiveness.

The auction provides a structured and transparent timeline with an extended 9-month preparation window from RFQ release to bid submission to facilitate robust project development.

What’s New in Hydrom’s Round 3 Auction:

• A land block of up to 300 square kilometers has been offered in Duqm, inviting proposals for projects covering a minimum of 100 square kilometers.
• Bidders will have flexibility in defining their project footprint within the block, as well as submit phased development proposals under clearly defined conditions, supporting scalable and bankable project delivery.
• Qualification requirements have been adopted so smaller and mid‑tier developers can participate.
• Developers may also explore the sale of surplus renewable electricity, subject to regulatory approvals, maximizing project value and integration into Oman's wider energy transition framework.
• Enhanced bidder support and matchmaking through a dedicated digital platform.
• New incentives introduced for Round 3 bidders to improve project bankability and competitiveness, accessible through the Auction Platform.
• Launch of a structured matchmaking process enabling interested bidders to collaborate, form consortia, and strengthen their qualifications

Who Can Apply

Hydrom encourages a diverse pool of participants, aligning with its vision to create a comprehensive, integrated green hydrogen value chain in Oman. We welcome participation from:

• EPCs and H₂ equipment providers (OEMs)
• Strategic off-takers and investors
• Infrastructure developers

New Incentives for Round 3 Developers

As part of our ongoing commitment to attract world-class developers and foster bankable, high-impact projects, Hydrom has introduced a suite of new incentives tailored for Round 3 bidders. These incentives are crafted to lower entry barriers, improve project economics, and offer greater flexibility to investors seeking to participate in Oman’s rapidly growing green hydrogen ecosystem.

Full details of the approved incentives are embedded within the RFQ and RFP documents, accessible exclusively to participants who have purchased them through the Auction Platform.

Matchmaking for Consortia Formation

Given the strong interest in Round 3, Hydrom has also launched a dedicated matchmaking process to help interested bidders connect and collaborate. This initiative enables participants to form strategic partnerships, strengthen their compliance profiles, and enhance their competitiveness in the bidding process.

Only entities that have purchased the RFQ and provided their consent will be included in the matchmaking list. The list is available for eligible applicants at Hydrom’s Auction Platform.
